Assist the Owner/Developer to define the goals and objectives of the project and develop the overall project schedule.

Assist the in the preparation of the project budget, identifying all project related costs.

Assist in the execution of funding source requirements.

Coordinate and schedule comprehensive site investigation services relative to zoning, available utilities and traffic conditions.

Manage the local zoning, planning approvals and building permit processes.

Solicit proposals from and interview qualified architects, engineers, specialty consultants and testing services.

Prepare a detailed comparison and make recommendations concerning their selection.

Assist the Owner in contract negotiations and preparation of their individual agreements.

If required, solicit fee proposals from environmental consultants to perform mandatory environmental survey and if further action is necessary, implement cost estimating and design for removal and monitoring during removal.

Oversee the architect's and the other consultant's efforts during all phases of design, construction administration and closeout.

Review the design in the context of the Owner’s goals and objectives.

Pre-qualify construction managers or general contractors for review with the Owner.

Solicit proposals and assist the Owner in final selection and negotiation.

Assist the Owner in contract negotiations and preparation of their individual agreements.

Direct periodic construction cost estimates, prepared by the construction manager and his key subcontractors, in an effort to reaffirm the construction budget.

Initiate and direct, in an ongoing basis the detailed value engineering effort.

If required initiate and direct the development of a construction phasing schedule which will provide for all the requirements of the Owner’s approved departmental and operational shutdowns and relocations.

Provide project management services during construction to handle all of the construction administration activities. Direct job meetings to continuously monitor job progress and problems and the correction of same.

Review all consultants’ invoices and the construction manager's Certificates for Payment in detail, prior to approval by the architect and the Owner, to negate any possibility of overpayment.

Initiate a process for the proper close-out of the project as well as the necessary systems verification and orientation to the Owner.

Coordinate any post-construction problems (defects, deficiencies or omissions) which shall be rectified to the satisfaction of the Owner by the construction manager, during the first year’s warrantee period.
